Is the Incogniton App still integrated into the new version of RTILA X, as it was in RTILA 7?

No, the Incogniton integration isn’t in RTILA X yet but it is planned for a release soon.
In the meantime, RTILA X has a built-in isolated browser profiles system to handle multi-accounting directly in the app.
